BGSC Masters 2019 – Invitational T20
The Laws of Cricket (2000 CAode 2nd Edition . 2003), will be followed for all BGSC Masters 2019 matches, except as noted below. All teams are requested to have one or more copies of the Laws handy at all times.
Format
- BGSC Masters Cup 2019 will comprise of 4 teams. The tournament will be played in traditional whites with a pink ball.
- There will be league phase games with each team playing the other three teams based on the schedule provided. The two top teams will play the finals (No semi-finals).
- A player can only play for one team in the tournament. Once a player has played for one team he will NOT be allowed to play for any other team in the tournament.
- A Player should have played at least 1 league stage game to qualify for the finals
- In each group stage game, the winning team will be awarded 4 points, the losing team 0 points. If the game is a tie then the result will be decided by a Super over (Appendix 1). If there is no winner after super over as well then the team with the higher number of wickets taken per balls bowled (Better bowling strike rate) in the game wins.
- In the finals, If the games is tied then the result will be decided by a Super over (Appendix 1). In the finals if the super over is tied we will have a second super over. In the event that is tied we will declare joint winners.
- In the event where the game does not start because of weather or other conditions that is the fault of neither team then the organizers will try to reschedule the game. In the event that the game cannot be rescheduled each team will be awarded 2 points.
- At the end of the regular games the top two teams will advance to play in the finals (No semi-finals).
- If the points are tied then, team with better Net run rate (NRR) will advance into the Finals If teams are tied on NRR, then the team with the higher number of wickets taken per balls bowled (Better bowling strike rate) in the group stage matches will go through.
- If the finals cannot be played or rescheduled due to weather or other exceptional circumstances the team with the better run rate wins.
- Every game played will have a man of the match award.
Other overall awards will include Best batsman, Best Bowler, Best Fielder, Man of the Tournament and Spirit of the tournament. The Organizing committee will have the sole discretion of determining these awards.
2. Playing Times
- All matches will be 20 overs per team. Each team will be allowed 90 minutes in which to complete their 20 overs. The umpires shall be the sole timekeepers of the match and of any extensions of the match clock.

- The toss for each game is scheduled for 15 minutes before the start of the game. Captains of both the teams should be present for the toss. If one of the captains is not present 15 minutes before the game the other team will win the toss by default.
- In the event the match is affected by rain, the Umpires shall begin reducing the overs by 1 for every 4 minutes of rain interruption. The team batting 2nd, should bat the same amount of overs as the first, OR in the event of further interruptions at least 6 overs for it to be deemed an Official Game..
- Each team shall bat for 20 overs or 90 min (whichever is sooner) unless all out earlier. If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first innings, play shall continue until the required number of overs has been bowled. For every over delayed 6 runs will be added to the batting teams score at the rate of 6 runs for every 4 minutes delayed.The interval shall not be extended and the second session shall commence at the scheduled time.
- Each inning in the final match must be completed in 90 minutes. Failure to do so will result in six penalty runs/over. The penalty runs will be added to the other teams score at the end of the completed innings. The umpires can take into consideration the fall of wickets, water breaks, lost ball, and any other time lost before awarding the six penalty runs.
The Umpire(s) at all times shall be the final judge as to the suitability of the playing field.
3. Intervals
- Intermission: A maximum of 10 minutes is allowed between innings
- Innings length:
- Each team shall bat for 20 overs or 90 min (whichever is sooner) unless all out earlier. If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first innings, play shall continue until the required number of overs has been bowled. The interval shall not be extended and the second session shall commence at the scheduled time. The team batting second shall receive its full quota of 20 overs irrespective of the number of overs it bowled in the scheduled time (90 min) for the cessation of the first innings.
- If the team batting first is dismissed in less than 20 overs, the team batting second shall be entitled to bat for 20 overs
- If the team fielding second fails to bowl 20 overs by the scheduled cessation time, the hours of play shall be extended until the required number of overs has been bowled or a result is achieved. 6 penalty runs per over delayed will be added to the batting team’s score at the rate of 6 runs for every 4 minutes delayed.
- In the event of weather or other exceptional circumstances or if both teams are late and the start is delayed overs will be reduced by one over every 4 min.
If one team is late it will be penalized 1 over for every 4 minutes the team fails to take the field.
4. Start of Play
- At least five members of a team must be at the ground prior to the start of a match. If a team does not have at least five members dressed in generally accepted (Colored team uniforms are allowed) cricket clothing and ready to play at the scheduled start time, that team will be penalized one over every 4 minutes
- If a team is not ready to play at the scheduled starting time that team shall be deemed to be “late” and penalties will be applied as per Rules 4.6 and 4.7
- In the event where the match doesn’t start because of weather or other conditions that is the fault of neither team, there must still be five members of each team at the ground within 15 minutes of the scheduled start time of the match. If both teams are present and if the captains agree to then the organizers will try to accommodate the game with curtailed overs. Otherwise, Points would be split equally between the two teams.
- Exchange of team lists will take place 15 minutes prior to scheduled start at the time of the toss
- The list of players can be changed before the toss. After the toss the list of players can only be changed before first ball for the match is bowled, with the approval of the opposing captain. Any changes so agreed to will be communicated to the umpires prior to the start of the match.
- If one team is late for the match, the number of overs faced by the team that is late will be reduced by one over for each 4 minutes, rounded up, that the start is delayed.
If a team is more than 30 minutes late, the match will be automatically awarded to the other team (unless Tournament Organizer permits a late start owing to unavoidable circumstances – with prior agreement or notification of the other team). If the other team is ready to play then that team will be declared the winner.
5. General Behavior
- There will be ZERO tolerance for fighting/profanity being used on the field and surrounding playing field areas
Team member/player who threatens WDC employees, Umpires, Scorers, Volunteers, other team players, or Tournament Officials will be subject to disciplinary actions. We encourage the captain of each team to stress upon your players to be mindful of their behavior towards those present on WDC property. We all know, cricket has the potential to attract avid fans and entire families and we urge all to be respectful and considerate. Especially in the presence of children, but even otherwise, since cricket, above all else is a gentleman’s game.
6. Aborted and Delayed Matches
- Delay or Interruption to the Innings of the Team Batting First
- When playing time has been lost the revised number of overs to be bowled in the match shall be based on a rate of 15 overs per hour (1 over every 4 minutes) in the total remaining time available for play. The revision of the number of overs should ensure, whenever possible, that both teams have the opportunity of batting for the same number of overs.
- The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs.
- To constitute a match, a minimum of 6 overs have to be bowled to the side batting second, subject to the innings not being completed earlier. A fixed time will be specified for the commencement of the interval, and also the close of play for the match, by applying a rate of 15 overs per hour.
- When calculating the length of playing time available for the match, or the length of either innings, the timing and duration of all relative delays, extensions in playing hours, interruptions in play, and the interval will be taken into consideration. This calculation must not cause the match to finish earlier than the original time for cessation of play on the final scheduled day for play. If required the original time shall be extended to allow for one extra over for each team.
If the team fielding first fails to bowl the revised number of overs by the specified time, play shall continue until the required number of overs have been bowled or the innings is completed. Should calculations regarding numbers of overs result in a fraction of an over, the fraction shall be ignored.
- Delay or Interruption to the innings of the Team Batting Second
- When playing time has been lost and, as a result, it is not possible for the team batting second to have the opportunity of receiving its allocated, or revised allocation of overs in the playing time available, the number of overs shall be reduced at a rate of 15 overs per hour in respect of the playing time. Should the calculations result in a fraction of an over the fraction shall be ignored.
- In addition, should the innings of the team batting first have been completed prior to the scheduled, or re-scheduled time for the commencement of the interval, then any calculation relating to the revision of overs shall not be effective until an amount of time equivalent to that by which the second innings started early has elapsed.
- To constitute a match, a minimum of 6 overs have to be bowled to the team batting second subject to the innings not being completed earlier. The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs. A fixed time will be specified for the close of play by applying a rate of 15 overs per hour. The timing and duration of all relative delays, extensions in playing hours and interruptions in play, will be taken into consideration in specifying this time
- If the team fielding second fails to bowl the revised overs by the scheduled or re-scheduled close of play, the hours of play shall be extended until the overs have been bowled or a result achieved.

7. Bowling Restrictions
Each bowler is allowed a maximum of four overs per innings.
If the start of the match is delayed for reasons beyond the control of the teams and it becomes necessary to reduce the total number of overs in a match prior to the start of the game, each bowler will be allowed to bowl 20% of the overs allocated to each team, rounded up to the next highest whole number.
In the event of a team being penalized for a late start, the number of overs allocated to each bowler of the other team remains at 20% of the original number of overs scheduled for the innings.
The umpire may make adjustments to the penalty applied in Rule 7.4 if he feels that the batsmen were, wholly or in part, responsible for the delay in completing the required number of overs or that delays were otherwise not caused by the fielding team.
Umpires may award five-run penalty runs at their discretion if they believe either team is wasting time. If a team believes that the opposing team is wasting time, the captain of the team must bring this to the umpire’s notice. At umpire’s discretion a warning will be issued to the team found guilty of wasting time, followed by the penalty for a similar offence. A batsman is expected to be ready for the start of a new over as soon as the bowler is ready.
If the team batting first is all out, a player who did not bat, irrespective of if he was on the submitted team list, will not be allowed to bowl.
A member of the fielding team who leaves the field of play for any reason for more than 15 minutes while the match continues will not be allowed to bowl on returning to the field for the amount of time that he was off the field
8. Fielding Restrictions
- Fielding restrictions will be in effect for all matches
- During the first six overs, only two fielders (not counting the wicket keeper) are allowed to be outside the 30-yard circle at the time that the ball is delivere
- After the first six overs, there must be at least four fielders (not counting the wicket keeper) inside the 30-yard circle
- There can be no more than five fielders on the leg side at any time
- There can be no more than two fielders behind the batsman on the leg side at any time
- The umpire will call a no-ball on any infraction of Rules 8.2 – 8.4
- If the number of overs is reduced prior to the start of an innings, the number of restricted overs will be calculated at the rate of 3/10 of the number of overs agreed to for the innings rounded up to the next highest whole number
- If the number of overs is reduced during the inning, there shall be no change to the number of restricted overs determined at the start of the inning
- A player on the team batting second who was not on the field for at least some time during the first innings will not be allowed to bat.
NOTE: If a team has less than 11 players fielding, the “inside the circle” requirements shall have priority. The “missing” players shall be counted as being “outside the circle”.
9. Substitutes
- Substitute fielders must be properly attired in appropriate off-white cricket clothing
- The umpires and batsmen must be alerted when either a player or a substitute fielder takes or leaves the field
- If the player is absent from the field for longer than 8 minutes: the player shall not be permitted to bowl in that innings after his return until he has been on the field for at least that length of playing time for which he was absent
There is no restriction on where a substitute might field
10. Bouncers and No-Balls
- Should a bowler deliver a no ball by overstepping the popping crease, it costs 1 run and his next delivery is designated a free-hit, from which the batsman can only be dismissed through a run out, for hitting the ball twice, obstructing the field or handling the ball, as is the case for the original “no ball”. Should the batsman play the ball, it does not negate the call of no-ball and runs are scored as for any other no-ball
- A bowler is allowed to bowl one bouncer per over. A bouncer is defined as any ball that bounces, or would have bounced, over the shoulder of the batsman standing upright at the crease
- For the avoidance of doubt, any fast short pitched delivery that is called a wide under this playing condition shall also count as the allowable short pitched delivery in that over
- In the event of a bowler bowling more than one fast short-pitched delivery in an over as defined above, the umpire at the bowlers end shall call and signal no ball on each occasion. A differential signal shall be used to signify a fast short pitched delivery. The umpire shall call and signal ‘no ball’ and then tap the head with the other hand. A free hit in this instance will not be awarded
A full toss which is higher than the waist of the batsman (standing upright) when it passes the batsman will be called a no-ball. The umpire at the bowler’s end will call the no-ball. Should the batsman play the ball, it does not negate the call of no-ball and runs are scored as for any other no-ball
11. Results
- Each side must have faced (or had the opportunity to face) six overs in order to constitute a match. The team scoring the most runs in its allotted overs will be the winner. If the team batting second completes 6 or more overs but not its full allocation of overs, then the winner will be the one with the higher score at the point of stoppage. No D/L rules will be used
- If the match ends with the scores tied and there must be a winner, then the result will be decided by a Super over (Appendix 1).
Finals: In the event of a Tied Final or if there is no result, the winner will be decided by a Super Over
12. Net Run Rate
A team’s net run rate is calculated by deducting from the average runs per over scored by that team, the average runs per over scored against that team. In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled and not on the number of overs in which the team was dismissed
13. Ground and Pitch
- Wrentham I and Wrentham III grounds will be used for all matches
BGSC will be responsible for providing a suitable wicket and ground conditions to play the matches
14. Ball lost or becoming unfit for play
- In the event of a ball during play being lost or in the opinion of the umpires, being unfit for play through normal use, the umpires shall allow it to be replaced by one that in their opinion has had a similar amount of wear. BGSC will provide used balls. In the event of the ball becoming wet and soggy as a result of play continuing in inclement weather or it being affected by dew, or a white ball becoming significantly discoloured and in the opinion of the umpires being unfit for play, the ball may be replaced for a ball that has similar amount of wear, even though it has not gone out of shape
- If the ball is to be replaced, the umpire shall inform the batsman. Either batsman or bowler may raise the matter with the umpires and the umpires’ decision as to a replacement or otherwise will be final
Umpires at their discretion employ the use of synthetic balls if ground conditions are deemed unfit for the use of leather balls
15. Umpires Responsibilities
- Umpires are requested to read the rules in its entirety before the start of the tournament in order to ensure a complete understanding of the rules of the game
- Umpires must arrive at the game site no less than 30 minutes before game time and secure from the team captains/representatives the declared team
- Umpires should inform the teams of the start time and enforce the start time rule. They are to collect the declared team list and ensure the teams are in compliance with the 3 players present rule before the start of any game
- Umpires should direct the teams to toss and secure for the winner, decision to bat or field
- Umpires should keep an extra ball in their possession at all times and should consult with the scorer for assistance in the balls and Overs count. Balls to be provided by BGSC
- Umpires should enforce rules to prevent and act upon un-sportsman like conduct (including WDC Rules above)
Umpires must be fair and impartial for the integrity of the game; failure to adhere to the rules of the game will result to being removed from the game and future participation of games during the tournament
Appendix 1
The following procedure will apply should to the Super Over adopted in any match.
- In normal circumstances the Super Over shall commence 10 minutes after the conclusion of the match.
- The Super Over will take place on the same pitch the match was played.
- Each team will provide a previously used ball for the Super Over
- The captains shall toss a coin to decide whether to bowl or bat first. The referee will supervise the toss in the normal manner.
- The captains shall nominate One bowler and Four batsman in writing to the referee prior to the toss. Such bowler and batsman must be from the 11 nominated players for that match.
- Each team will have 3 outs in the Super over. If they lose the 3 wickets before the 6 balls are bowled then their innings will be deemed over.
- The team with the higher score irrespective of the number of wickets lost will be declared winner.
- The fielding restrictions of the power play ( a maximum of 2 fielders outside the 30 yard circle) will be enforced during the Super Over.
- If the score is tied after the super over another super over using the same designated batsman and bowlers will be played.
- If any of the nominated bowlers is injured during the Super Over (at any time after the toss has been taken), the injured bowler may be replaced by another player who was a member of the 11 players nominated for the match only if the Umpire agrees.
The umpires’ decision shall be final as to the fairness of the delivery and the result of the Super Over.
